결제 URL 생성

Modu Parking

Use this operation when the user has received a Modu Parking SMS code and wants to start payment. It verifies the code, logs in as a guest, and creates either a coupon or shared-parking payment webview URL. Business rule: ticket payments are preflighted before SMS using current ticket price/window data; shared payments are preflighted for duration/price before SMS, but Modu can still reject the final payment URL creation with code NOT_PURCHASABLE when the shared space is full or already in use.
